En-bloc of HDB flats is also known as SERS (Selective En-bloc Redevelopment Scheme).
Generally as we have observed in the history of HDB practice is only those HDB flat which are in prime area, would be selected.
As also highlighted by our current Minister for National Development that not all HDB flat will received SERS.
And yes, by the expiry of 99 lease, government will take it back for redevelopment without any monetory compensation.
Thus has implement a strict policy on age of people buying resale flat to minimize the possibility of people out-live the property lease.
